A consultation document, published by the Department for Social Development last week and drawn up with the help of youth charities, puts forward a set of proposals designed to reduce homelessness.
Other plans in Promoting the Social Inclusion of Homeless People include increased co-operation of homelessness and education services, as well as joint funding for housing services.
Carol O'Bryan, chief executive of homelessness charity Simon Community, said young people need extra support: "Homelessness figures are now starting to come down in Northern Ireland, but that is not reflected among young people."
Fiona Boyle, Northern Ireland networker at The Foyer Federation, said: "We will push the message that a house is not enough; young people need life skills, training and jobs."
