Northern Ireland: Children must be at centre of reforms

Reforms to public services must ensure children's services remain effective and accountable, Northern Ireland's children's champion Nigel Williams warned last week.

Speaking at the Pathways to Access and Participation conference inBelfast, children's commissioner Williams said the Review of PublicAdministration must result in the development of child-centredservices.

"In England and Wales there has been a tremendous effort to improveservices through the Every Child Matters initiative," Williams toldconference delegates. "Meanwhile what is happening in Northern Ireland?Very little. We are falling well behind what is happening in England.The review provides us with one opportunity to partly rectify thisfailure in our approach."

Williams added that the review should assess its proposals to ensureservices will be child-centred with children having a bigger say intheir work. "The review must take this opportunity to carefully examinehow children's services are delivered," he said.
