Speaking at the North of England Education Conference last week, Dr David Colin-Thome, the Department of Health's national director for primary care, said no children's sector bids had been selected for the integrated care pilot.
The programme is designed to test new ways of integrated working between health, social care, local government and the voluntary sector. It was announced as part of Lord Darzi's review of the NHS.
Colin-Thome said: "I'm disappointed that no children's bids got through, but there weren't many children's bids anyway."
Jo Webber, policy director at the NHS Confederation, said: "It's difficult to comment on individual bids. But what this highlights is how complex it is to commission children's services at a local level."
