Speaking at Unite's annual conference, Kevin Coyne, head of health for the union, said it had been doing lots of work on pay issues in the last year including professional fees.
"It's an essential part of work and professionalism and required by the NHS, so we feel the NHS should pay in full," he said.
Coyne also said he was going to ensure the union emphasised the role of the pay review board after the government "interfered" in pay negotiations.
"Our initiative is to ensure in future that the integrity of the pay review board remains and is respected," he said.
