At a rally held at the weekend, representatives from Unite, Unison and the National Union of Teachers (NUT), challenged employers to produce a "proper" pay offer to avoid "serious industrial unrest".
The rally, a first for the unions, comes during annual negotiations over pay for youth and community workers. Local authority and voluntary sector employers are expected to meet on 17 June to respond to the pay claim made by employees in April.
Addressing delegates, Gill Archer, national official for Unison, said: "Now is the time for more not less investment in youth and community workers. It simply is upside-down economics to pay youth workers less and cut youth services."
