Scotland's minister for communities, Margaret Curran, has launched the Scottish Executive's programme to implement its Antisocial Behaviour Bill. Addressing the first in a series of seminars and workshops, she said antisocial behaviour was "not just about young people" and said they were "more often than not predominantly the victims".
