An independent investigation has been commissioned into how a foster carer was able to abuse more than 2,000 children despite child protection concerns being reported to social services and the police. Glyn Martin, 57, from Bridlington, was last week sentenced to 18 years in prison after admitting charges of indecent assault and child abduction.
