The findings come from a survey of 400 parents and children from low-income families outside the 20 per cent most disadvantaged areas in the country.
Parents said the cost of formal care was too high. They were also keen to see a more diverse childcare workforce, including more men and Black and minority ethnic workers.
The research calls for a move away from area-based initiatives to better reach the 46 per cent of children living in pov-erty outside the 20 per cent most deprived wards.
