In a briefing presented to the LGA's Improvement Board, officials warned that the CAA process does not "feel" joined up for local authorities.
The briefing said: "There is little evidence that performance frameworks for children and young people, health and social care are being aligned with CAA."
It also stated that councillors are unwilling to engage with the process because a new government could scrap CAA.
An Ofsted spokeswoman said: "All Ofsted inspections of children's services, including social care, schools and further education provision, are fully integrated into the CAA framework."
The CAA was introduced in April.
