- the level and range of services that are available to meet the needs of these young people
- possible alternative ways in which the needs of these young people can be met.
The review, entitled A Review of the Use of Secure Accommodation in Northern Ireland, also highlights the close relationship between residential care and secure care, with almost 71 per cent of young people living in residential care at the time of their assessment for secure care. The report also argues that any plans to reduce the need for secure accommodation must include a strengthening of the capacity of residential care.
