Stanley was there to provide expert opinion on the performance and role of Ofsted in the inspection of residential child care. He outlined that Ofsted inspections so far have provided a good reflection of the progress in children's homes in meeting the National Minimum Standards and that the new inspection framework will hopefully lead to a better understanding of progress in terms of children's relationships with staff and other children.
However, he said that the level of communication between inspectors, staff and children and young people before and after an inspection is still an area needing attention, and called for Ofsted to have a stronger role in supporting services to improve, rather than just report back on standards.
