The document contained some positive assertions. In particular, therewas a welcome recognition of young people's desire to participate - indemocracy, in communities and in services, for example running their ownprovision and inspection of services for young people.
However, government must be careful that it does not commit the cardinalsin of raising aspirations that cannot be met. Giving young people somecontrol over services to meet their needs can mean that provision isbetter planned and take-up is higher. But it can also pose majordifficulties for providers and commissioners who have to balance other'sometimes conflicting demands. Meanwhile in their responses to YouthMatters, young people voiced concerns that adults would not reallylisten to or act on their wishes.
