Aiming High for Disabled Children is the best chance for that transformation. Children's Secretary Ed Balls has allocated £430m of Department for Children, Schools and Families funding to the programme and, at the recent national conference, he made a raft of announcements that show it will continue to move forward.
The level of commitment from national government is unrivalled but delegates at the conference raised questions about how this commitment will translate into local service improvement. Important questions were also asked on health funding. Ministers and officials were clear that primary care trusts (PCTs) have significant new funding, but how much each chooses to spend is a question for local leadership.
