National Identity Scheme: Delivery Plan 2008

The government is seeking views on the plan for putting its ID card scheme in place.

Students and those who work with children and young people will be among the first to get the cards. This document sets out how the scheme will be delivered and how it will work in practice. It updates the Strategic Action Plan published in 2006.

The scheme intends to provide a comprehensive and secure way of recording and storing basic personal identity information, which will make it possible for use in proving identity. It will record an individual's name, fingerprints and other details on a new identity register. A subset of this information will also be stored, securely, on a passport or identity card, which will take the form of a plastic card with a digital photograph and a chip similar to that on a bank card.
