National child trafficking toolkit still being tested

Councils in England are still testing how best to identify child trafficking victims just one month before the UK becomes a signatory to a European convention on trafficking.

The UK ratified the Council of Europe Convention on Action Against Trafficking in Human Beings in December. The ratification comes into force on 1 April and sets minimum standards for identifying and protecting trafficked victims.

To meet the country's requirement of the European convention the Home Office will be implementing a national referral mechanism through which local authorities will have to notify the United K ingdom Human Trafficking Centre and the United Kingdom Borders Agency.

A national toolkit designed to help local authorities identify and protect child victims of trafficking is being piloted in 10 authorities in London and some other parts of the UK. The authorities will be implementing the tool and working with other bodies including the London Safeguarding Children's Board, ensuring the tool is fit for national use by 2010.
