The report, which will be presented to Parliament after the summerrecess, suggests that a simple change to legislation could allow localauthorities to phase out selective schools.
Councils are currently required to consult local residents and hold aballot before a grammar school can convert into a comprehensive. ButComprehensive Future is calling on the government to scrap thisrequirement, and estimates the 11-plus could be eliminated completely inthree years' time.
Fiona Millar, chair of Comprehensive Future, said grammar schools couldbe gradually eliminated without disrupting pupils or incurring costs,because schools would simply start taking in a mix of pupils at Year 7.She claimed the government merely needs "courage" to scrap the law.
