Morgan looks at devolution bid

The former chair of the Youth Justice Board has been asked to carry out a review on the possibility of devolving the youth justice system in Wales.

Rod Morgan has been assigned with conducting the review as the WelshAssembly Government continues to consider whether taking control of thejuvenile secure estate within its borders is a worthwhile move.

Morgan said the report is due to be completed by the end of thisyear.

"It is a report on the arguments for and against, as well as the budgetimplications," he added.

Support within Wales for devolving youth custody appears strong,although it would need to be rubber-stamped by the British government togo ahead.

At present, around half of young people in Wales sent to custody end upin secure facilities in England.
