The research highlights the effects of adult mental health on families and criticises the lack of support for parents with severe or long-term problems. It says child protection assessments focus on "parental capacity" for child protection proceedings rather than support provision.
The Department of Health will commission new guidelines from early next year for health and social workers supporting parents with these problems.
Measures to improve services for children and adolescents, and the transition to adult services, are expected in the Children's National Service Framework.
