The report will set clear targets that need to be hit if the long-term aims of the National Service Framework for Children, Young People and Maternity Services are to be met.
This 10-year strategy was published in September 2004, and the report, which was due to be published this October, will give an update on the progress made.
A draft report seen by Young People Now earlier this year called for dedicated services for young people in care ( YPN, 27 September-3 October, p5).
John McCracken, head of child and adolescent mental health services (CAMHS) at the Department of Health, said: "The report will set out the medium-term agenda CAMHS will need to focus on."
