Last week MPs voted to remove an amendment introduced in the Lords that would have ensured young people are not placed on adult wards. But Rosie Winterton, the health minister, said she backs the idea in principle.
Kathryn Pugh, head of policy at youth mental health charity YoungMinds, which has been campaigning for the amendment, said she was "cautiously optimistic" at the news.
"The minister told us that she agreed with the amendment in principle and the Government said it would bring it back again, but whether it will be stronger or weaker we don't know," she said.
Andy Bell, chair of the Mental Health Alliance, said: "It's hugely disappointing if we miss this historic chance to put something right in the system."
