Looked-after children: Research prompts fresh call to close theattainment gap

Less than one in a hundred children who leave care go to university compared to 43 per cent of young people who live with their birth families, according to a report published by NCH last week.

Close the Gap for Children in Care concluded that looked-after childrenwere being let down from achieving by a wide-ranging systems failure andit urged the Government and all political parties to close the gap bythe year 2020, the year set by the Government to end child poverty.

Low ability, behavioural problems, and learning disabilities were notthe cause of the gap according to the report. Instead, the problem wasidentified as a lack of adequate educational support for children incare.

Problem areas identified include relatively low local authority priorityon the achievement of children in care and unstable school and careplacements. Learning difficulties that went unidentified or unsupportedplus poor school attendance were also blamed.
