Looked-after children: No place for a child

Up to 49 per cent of children in custody have been in care. With the Home Office's record on youth justice in the spotlight, Jon Scott looks at what needs to change.

"I went into a home when I was 14 after the breakdown of my family. Inevery home I was in bar one, staff were on my case. So I kept runningaway, and smashing windows. I went to nine or 10 homes in the end, andended up setting fire to the last but one. I then spent six months in asecure unit in Liverpool."

Listening to her story, it's hard to believe that Jennie, now a20-year-old arts and design student, has got so far. But then there camea turning point: "My last home was brilliant. Staff spoilt me rotten,and even took me to the Dominican Republic. And they got me a white limoon my birthday."
