Looked-After Children: Ministers frustrated at lack of progress onoutcomes

The social exclusion minister has indicated that there's growing frustration in Government that increased spending on children in care hasn't improved outcomes.

Speaking at a Treasury debate on the role of the voluntary sector indelivering public services, MP Hilary Armstrong also hit out atcouncils' track record on commissioning.

"People are saying the only reason we are talking about this agenda isbecause of money. But the amount of money we are spending on children incare has gone up by 50 per cent in the last four years. I recently leada delegation to Denmark and Germany. They spend a fair amount less perchild than we do, but outcomes for children are much better," shesaid.

"What we haven't done is be clear about what we expect to happen whilechildren are in care. We have never said this in commissioning, in factwe've never commissioned. This is not good enough. We haven't been clearenough and taken into account where children are when they come intocare, what brings them there in the first place and what they're lookingfor from care. That's why we haven't got this better," she added.
