London councils in dry run as 16 to 19 changes loom

Local authorities will run education and training services for 16- to 19-year-olds better than any government quango, according to London Councils' executive member for children and young people.

Speaking to CYP Now about the £7bn transfer of funding from the Learning and Skills Council to local authorities, Liberal Democrat councillor James Kempton said he was determined to prove that councils are capable of handling 16 to 19 commissioning.

All 32 London boroughs have just embarked on a "dry run" of the transfer, to prepare for the real handover in 2010. Due to run until April 2009, it will see authorities take over commissioning of education and training services for 16- to 19-year-olds, while being supported by staff from the Learning and Skills Council.

The trial, which is being co-ordinated by the London 14 to 19 Regional Planning Group, will also look at how to promote transparent commissioning and inter-borough planning.
