The “inadequate” rating handed to Croydon Council’s children’s services in September 2017 came as a shock. Council leaders claimed to be unaware of the extent of the problems and quickly made changes at the top of the department with the eventual appointment of Robert Henderson as executive director of children, families and education in December 2018.

In 2018 and 2019, Ofsted monitoring teams visited seven times, raising numerous concerns about the slow pace of change before praising the “rapid progress… in almost all areas of practice” last December. The latest inspection report published on 16 March extends that praise further. It describes “transformed services” for children and their families as a result of “strong corporate and political support, substantial investment, and the appointment of highly experienced senior managers”.
