The large Conservative-controlled authority is proposing to bypass the quangos set up to replace the LSC - the Young People's Learning Agency and the Skills Funding Agency.
Sarah Hohler, Kent's cabinet member for children, education and families, told CYP Now that councils should be solely responsible for providing education and training for local young people.
She said: "The government is putting something pretty bureaucratic in place of the LSC. There will still be a lot of central control, which isn't necessary."
Kent's plans are being put forward as part of the Sustainable Communities Act, which allows councils to ask the government for one-off changes to national policy. Hohler said the plans stand a good chance of being taken forward.
