LOCAL AUTHORITIES: DfES plans flexible council structures

The Department for Education and Skills is drawing up models for the integration of local authority education and children's social services departments. It follows concerns from councils about the enforced merger of departments.

Children's minister Margaret Hodge wants one person to be accountable for children's services in each authority and is seeking greater integration between education and social services.

"How councils develop structures will differ. Except for the two bottom lines - accountability and integration - councils will have flexibility," she said.

Helen Goody, programme manager for health and social affairs at the Local Government Association, was sceptical.

"They may be drawing up more than one model but they are still talking about all councils appointing a director of children's services," she said.
