Claims by Communities Secretary John Denham that 20bn savings in local public services can be created through removing duplication and better co-ordination are no surprise.

There are whole departments of state with their own rules, targets, performance indicators and funding streams. On the ground young people experience a mishmash of services that are unco-ordinated.

Catch22 is campaigning for a policy framework that provides a single point of access to services and support young people require as they mature into adults.

The ideas put forward by the Communities Secretary would be a significant step in removing the financial barriers to this.

The savings generated can then be spent on imaginative, flexible and responsive services that talk to each other and make a real impact on young people's lives.
