At a meeting of the Associate Parliamentary Group for Looked-after Children and Care Leavers, young people were invited to take part in the survey, which asked them to rate the importance of issues, such as whether a property is furnished or whether there is access to services such as a television aerial.
The results will feed into the government's consultation aimed at updating guidance to take into account new duties on councils surrounding care leavers.
But children's rights director Roger Morgan said the consultation does not go far enough and called on the group to lobby for minimum standards dictated by young people. He said: "Young people know the answers, they are the experts."
