In a speech to Parliament last week, he said he plans to bring in laws to keep all young people in education or training until the age of 18, and to offer more protection for young people in care.
Other proposals include an Act enabling unclaimed assets to be invested in youth facilities.
The educational opportunity bill would stipulate that all young people under 18 must remain in education and training, whether in school, college or the workplace.
The children in care bill proposes improving links between adult and children's services, while the unclaimed assets bill would allow money held in dormant bank accounts to be used to fund more than 700 centres.
