Legal Update: In a Nutshell - Improving permanence for looked-after children

The government has outlined the measures it will take following a consultation on improving permanence for looked-after children.

The original consultation took place between September and November 2013, and involved an online consultation and face-to-face events with key stakeholders; the latter of which included two expert groups - one on long-term foster care, and the other on returning children home from care.

What issues did the proposals address?

The proposals were centred on four themes:

In its response, the government committed to many of the 26 original proposals regarding looked-after children, however, it does not intend to use proposals which create new timescales or that might result in a parallel system to the current safeguarding measures. Therefore, the aim is to improve the current system through setting out clearer requirements and strengthening current practice.
