The case concerned the application of the criteria for making a care order under Section 31 of the Children Act 1989, where the risk is of future psychological or emotional harm.
The child concerned was removed from her parents at birth under an interim care order, and was three years old at the time of the proceedings. Both parents have extensive history of dishonesty, holding convictions for dishonesty offences, among other crimes. The mother had been diagnosed with two psychological disorders, both of which meant she fabricated allegations against medical professionals and exaggerated symptoms to receive care.
