Speaking after he had made a sweeping commitment to improve childcare for one- and two-year-olds, he said his pledge was "pretty cautious" because staff shortages still had to be addressed.
In an exclusive interview, he said the Government would keep its promise by reforming the tax credits regime. And resources would be put in place to ensure there were enough childcare workers where they were needed.
Last week at the Labour Party conference, childcare was revealed as a key part of Prime Minister Tony Blair's strategy for re-election. For the first time, Blair put a timescale on the commitment for a children's centre in every community, saying they would be provided over the period of a third term in power.
