Instead, the final report will highlight the value and importance of participation in youth work, but will say teenagers should not be required to do so.
However, Mike Tomlinson, the former chief inspector of schools heading the review, will recommend that youth work should count towards the learning diploma he believes should replace GCSEs and A-levels.
Tomlinson told Young People Now that activities would be measured by testimonies from the youth worker and young person. "It would be on the basis of how a young person developed their skills," he said.
The Government has yet to decide whether to back the recommendation not to make youth work activities a compulsory part of the diploma. The report is due out on 18 October.
