The report, unveiled on Monday (18 October), states that sports, arts, outdoor activities, community service and family commitments should contribute to a young person's record of achievement. These activities will not be assessed formally, but will feed into the working group's proposed diploma.
The working group notes that extensive mapping of provision is needed to establish what the minimum level of participation should be.
Education secretary Charles Clarke told MPs that he would unveil detailed proposals in a white paper in the New Year. The document will include his assessment of how the working group report matches up to the five key tests of promoting excellence, increasing vocational provision, making all young people employable, reducing the assessment burden and tackling disengagement.
