In response to an inquiry into the impact of statutory instruments on schools, the ADCS said schools are unable to keep up-to-date with changing laws because the government fails to communicate with them directly.
Instead, schools have to rely on local authorities to help them navigate new regulations and legislation.
Marion Davis, chair of the ADCS standards, performance and inspection policy committee, called on the government to limit how frequently new regulations for schools are issued. She suggested the government could introduce legal changes that affect schools annually.
She said: "The recent findings on admissions criteria illustrate that schools can be unaware of the details of their responsibilities. If schools are to widen their remit to include the wellbeing of their pupils and contribute to the wider community, they must be confident that they know the regulations covering a wide range of issues."
