The report, which examined the impact of statutory instruments on schools, found the Department for Children, Schools and Families (DCSF) to be unco-ordinated in its approach to introducing new legal duties.
New regulations come into effect throughout the school year, making it hard for schools to keep up with the changes.
The report said schools are often deprived of the chance to prepare for any changes, because the DCSF does not provide them with sufficient notice.
Government regulations for schools were also found to be too "heavy-handed".
The report recommends that the DCSF adopts 1 September as the starting date for all schools-related statutory instruments.
