Merton is one of only three councils in the country where more than a fifth of its looked-after children achieved five GCSEs at grades A* to C last year (Children Now, 1-7 June), and it tops the league table with 35 per cent of the children in its care hitting the target.

The 80 per cent of councils where the number of children in care gaining five GCSEs or equivalent at grades A* to C was either zero or too small to be recorded might wonder what lies behind the success.

"We look at the whole child," says Janet Yerbury, head of access, opportunity and inclusion at the council. "And we know our children."
