The new organisational make-up is designed to put more emphasis on social care and includes 24 new social care inspector posts.
John Goldup, director of adult health and wellbeing at the London Borough of Tower Hamlets, has been appointed as Ofsted's first social care director, but the watchdog has had difficulty recruiting new inspectors.
Jon Richards, Unison's national officer for Ofsted, said the organisational rev-iew had been "rushed" and "very difficult for staff". He said while some staff had benefited from the overhaul, "morale is low" and "some people still don't know who their manager is".
Richards also warned that staff vacancies could compromise child protection. "There are worrying gaps in some areas of inspection and vital roles that assure safeguarding," he said.
