The report, published last week, says that as a whole children'sservices performed well during 2005/06, with around three quartersconsidered good or very good. But the report also said services forvulnerable groups, such as looked-after children, are "often onlysatisfactory and in some cases inadequate".
Out of the 36 councils that had joint area reviews in 2005/06, six werefound to be "inadequate" in ensuring children are safe. An area ofparticular concern was a lack of stable placements for looked-afterchildren with learning difficulties or disabilities, highlighted in athird of the 36 councils reviewed. Ofsted identified several reasonsincluding a shortage of specialist social workers, weak management andfluctuating thresholds for intervention.
