The chief inspector of prisons has blamed overcrowding for poor conditions at Norwich Young Offender Institution.
Anne Owers inspected the prison last November, which then held 171 young adults, and found 61 per cent felt unsafe there.
Half the young adults were locked in their cells during the daytime with no workshops available, and there were only 85 part-time education spaces with no full-time vocational training.
New workshops and accommodation units are being planned, but they will not be up and running for some time.
