Rochdale Council is one of four local authorities in which joint area reviews are being piloted before the programme gets fully underway in September.
Head of young people's services Anne Tipton said: "It was very challenging because we were not just working across education - children's social services and health were equal partners in this. So you were getting information from a lot of different sources pulled together."
She also said that the new-style inspection placed a significant emphasis on feedback from children and young people.
"When inspectors went in to schools they were particularly concerned to talk to children and when they went to SureStart or nursery provision they were talking with parents as well," she revealed. "They also met young carers and looked-after children. They are very much interested in how an authority listens to children and what you do about what you've heard."
