
The entitlement will be outlined in a joint Department for Children, Schools and Families and Department for Innovation, Universities and Skills strategy, to be published in six weeks' time.
The strategy will give local authorities a model of how guidance services for 11- to 19-year-olds should operate.
It will focus on how to inform young people about the 14 to 19 reforms and include an appendix telling pupils what to expect from guidance services at the different stages in their education.
Another appendix will tell information, advice and guidance workers how the strategy will affect their role.
However, the strategy will not prescribe how many hours of guidance young people should receive. Instead, it will offer local authorities an outline of the services they should aim to provide.
