The report, Child first, migrant second: Ensuring that every child matters, is due to be launched on 10 May. It was commissioned by the Immigration Law Practitioners' Association.
Report author Heaven Crawley, senior lecturer at the University of Wales, said tensions between immigration and social services contribute to the problems: "There is good practice but professionals and practitioners need to ensure they apply the Children Act when working with these young people."
A consultation on reforming the Unaccompanied Asylum Seeking Children Reform Programme is due to be launched by the Home Office next month.
