Under section 129 of the 2002 Nationality, Immigration and Asylum Act, local education authorities have to provide information about specific offenders when requested in writing by the Home Office. But one authority, Waltham Forest in east London, said any information it provided would be "forced".
Refugee education consultant Bill Bolloten said he was also aware of head teachers being contacted directly.
But a Home Office spokesman said the department had not received any information to suggest immigration officers were routinely breaking guidance in section 129, and that it wasn't policy to seek personal information from schools.
