Background

When Helen Backus took on her new role as commissioner for learning, skills and prevention in Buckinghamshire's children and young people's services, she soon became aware of a gaping hole in the county's learning provision for 16- to 25-year-olds with learning difficulties. "We didn't have any specialist colleges for these young people in Buckinghamshire," she recalls. "It was a real compromise for them, because they could either do a course they didn't want to do at the local college, that wouldn't really help them with their future, or get sent away (to residential colleges in other counties). Parents, quite rightly, were saying 'Why does my child have to go into boarding, just because he wants to do an entry-level qualification?'."
