Ruth Kelly, the secretary of state at the Department for Communities and Local Government (DCLG), was due to announce the measures yesterday (Tuesday).
They include the creation of a supported lodgings scheme for 16- and 17-year-olds in every local authority and plans to improve access to mediation services for young people and their families and friends.
Kelly was also expected to announce that the Government wants to end the use of bed and breakfast accommodation for homeless young people by 2010.
In her first speech on homelessness since moving to the DCLG, Kelly was due to say: "We have made major progress in preventing and tackling homelessness ... but we need to go further."
