The survey found that two out of three 16- to 25-year-olds in hostels had been targeted and that four in five of the 100 young people polled were heavily in debt, owing an average of 1,000.
Centrepoint wants the Government to provide financial education and stop lenders selling to young people in hostels.
A Consumer Credit Counselling Service spokeswoman said: "I'm amazed homeless people are being targeted as financial credit checks would normally require a secure address."
A spokeswoman for the Association for Payment Clearing Services, the credit card industry's trade body, said: "We refute that this is the case but hope to work with Centrepoint to look into it."
