The warning comes as local authorities in England get ready to publish their strategies to tackle the problem of homelessness. This is a duty under the 2002 Homelessness Act, brought in by the Office of the Deputy Prime Minister.
Centrepoint is concerned that no organisation is in charge of enforcing the publication of the strategies,which could prevent adequate protection for 16- to 17-year-olds.
Under the Beacon Council Scheme, seven authorities are taking the lead on homelessness, including Brent, which has a sub-group looking at the needs of 16- to 17-year-olds.
