Nurses voted overwhelmingly in favour of the move at the organisation's annual conference last week.
Delegates highlighted a need for more skills for nurses working with young people with particular requirements, and the need to keep young people safe on adult mental health wards.
Fiona Smith, adviser on children and young people's nursing at the Royal College of Nursing, said: "Children and adult nurses need to work closer together in the transition of young people. From this week we will be putting together an action plan to be agreed by the council to take the work forward."
Part of the action plan will include linking up with education, social care and voluntary groups such as YoungMinds. It will cover the whole of the UK, and will be put forward for approval by July.
